Citizen Developer Program — Scaling Low-Code Across the Organization

After the success of our first Power Apps projects, we formalized a citizen developer program. 15 non-developers now build their own apps — with rules.

Training Program¶

A three-day workshop: Power Apps basics, Power Automate, data connectors, security best practices. Then 4 weeks of mentoring — each participant builds a real app with IT support.

Governance Framework¶

• Tier 1 (personal productivity) — no approval needed, personal data
• Tier 2 (team app) — security review, shared data
• Tier 3 (organizational app) — full IT review, prod environment

Results After 6 Months¶

42 applications created by citizen developers. 320 hours saved monthly on manual processes. IT backlog reduced by 25% — simple requests are now handled by the business itself.
